Liang Zheng was admitted to the Department of Economics of Nankai University in 1993 and was recommended to study for master“s degree and as doctoral candidate exempt from examination. He graduated from Nankai University with Ph.D. in economics in 2003 and served as lecturer and associate professor in the International Business School of Nankai University. In 2003, he conducted post-doctoral research in the School of Public Policy and Management of Tsinghua University, and taught there in 2006. Currently, he is the associate professor of the School of Public Policy and Management of Tsinghua University and Vice Director of the China Institute for Science and Technology Policy at Tsinghua University.

So far, he has published more than 50 papers on domestic and foreign well-known academic journals and newspapers such as International Journal of Technology Management, Innovation: Management, Policy & Practice, World Economy, China Soft Science Magazine, People“s Daily and Guangming Daily; he has also published one individual monograph, 13 works as co-author or participant (including one English work), and participated in the compilation of three textbooks and the translation of two books. He participated in multiple national-level key consulting subjects for the strategic research of the 12th Five-Year Plan and the 13th Five-Year Plan, and key subjects of international science and technology cooperation for the Natural Science Foundation of China. He was in charge of research projects of the Natural Science Foundation of China, national soft science research program, and subjects commissioned by ministries, commissions and enterprises. He has represented China to attend important international conferences such as the OECD Committee for Scientific and Technological Policy and the APEC Research and Innovation Forum for many times.
