Guo Yong graduated from Department of Mechanical Engineering, Tsinghua University with a bachelor’s degree in 2000; he graduated from School of Public Policy and Management of Tsinghua University with a master degree and a doctorate in management in 2006. He was a visiting fellow at the Hong Kong Research Policy Institute from November 2002 to April 2003; he was also a research assistant in the Industrial Economy Research Department of the Development Research Center of the State Council from July 2003 to June 2004; he did postdoctoral research in School of Public Policy and Management of Tsinghua University from April 2006 to April 2008.
When studying at Tsinghua University, Guo Yong was the deputy secretary of the Chinese Communist Youth League Committee of Graduates and the chairman of the Graduate Union. In 2001, he won the Excellent Paper Prize of the Theory Seminar of the CPC Central Commission for Discipline Inspection and the Ministry of Supervision in Celebration of the 80th Anniversary of the Founding of the CPC (the second author); he was rewarded as one of the Academic Rising Stars of Tsinghua University’s Graduates in May 2003; he won the China Development and Research Scholarship in June 2003; he also won the Special-grade Scholarship of Tsinghua University in October 2003.
