John Thornton, chairman of the Board of Directors of the Brookings Institution in the United States, commented: Professor Hu has advised the Chinese leadership directly and is frequently consulted by a wide range of senior officials at both the central and provincial levels. The government has drawn on his expertise in drafting the five-year development plans that serve as the main road map for economic policy. Intense, analytical, and emotional, Professor Hu gives the impression of keeping a tight lid on a potential overflow of ideas and energy. He is an inexhaustible seeker of data and insight, always oriented toward the future. No Chinese thinker has a better record of predicting the pace and direction of the country’s development. When he is certain, he is bold. He is of the school that would prefer to be generally right than precisely wrong. He is probably China’s most versatile and pragmatic economist.
