In April 2012, Shanghai GM Chevrolet Sail and 21st Century Business Herald jointly launched National Happiness Index Research. Hu Angang, professor from School of Public Policy and Management of Tsinghua University, and Dean of Institute for Contemporary China Studies, Tsinghua University, delivered a speech on Sail National Happiness Index Research Launching Ceremony. Wang Shaoguang, Professor from Department of Government and Public Administration, the Chinese University of Hong Kong, made a keynote speech at the launching ceremony. Professor Hu Angang, a well-known expert on decision-making, elaborated his own view on how "National Happiness" reflects development. He believed that "National Happiness" is a very important connotation, and it is more meaningful than “GDP”. He stated that when China becomes the world's second largest economy, the issue of “how to make Chinese with over one billion population happier” will become a very important development goal.
