Yang Qingyu was born in Changde, Hunan Province in March 1956. He is a graduate, doctor of management and senior economist. He started to work in June 1977 and joined the Communist Party of China in September 1987.

He is currently the Vice Chairman and party group member of the Standing Committee of Chongqing Municipal People's Congress.
